The Office of Human Resources is in the process of a strategic reorganization that will create a HR strategy, processes and culture to support talent management (recruitment, retention, development, succession), engagement, health and productivity of faculty and staff. This realignment will allow HR to collaborate with other leaders in operational and strategic decisions impacting outcomes, as well as, manage risk through compliance with legal, financial and/or organization requirement and through the application of best practice. Adding a deputy CHRO to the organization will allow the Associate Vice Chancellor of Human Resources to focus on moving forward the strategic goals for university and the HR goals of the HR organization while the deputy focuses on day-to-day administration.
The Office of Human Resources is currently seeking motivated and qualified candidates to consider for the Deputy CHRO position.
The Deputy Chief Human Resources Officer (CHRO) will provide strategic leadership and direction for University human resource related business operations, processes and HRIS and related systems. The Deputy CHRO will have responsibility for HR operations in the absence of the Associate Vice Chancellor. The Deputy CHRO will be responsible for developing, implementing, and communicating operating policies and procedures as appropriate to the specific focus of the role, and will lead and/or participate in the establishment of the various programs and initiatives. The position will supervise and provide direction to a team of support staff in the primary areas of responsibility, to include HR Operations, HRIS, and Benefits and Retirement. Additionally, the Deputy CHRO works closely with Associate Vice Chancellor to set strategies, design new initiatives, benchmark best practices, create policies, establish success metrics and monitor results to ensure HR is effectively aligned with the university’s needs. The Deputy CHRO has the authority to act on the behalf of the Associate Vice Chancellor for Human Resources on any HR related matter to all management levels within and outside campus, and to act as the department head in the absence of the AVC for HR. The Deputy has approval/signature authority to provide back-up and support to the department/campus in the absence of the AVC for HR. In addition, the Deputy CHRO has the authority to implement the necessary procedures, systems, campus communications, internal and external consultation, and education materials to ensure efficient practices and compliance.
Major Duties and Responsibilities:
Serve as the Deputy CHRO to include acting on behalf of the Associate Vice Chancellor in his/her absence. Serve as primary liaison with UNC General Administration and UNC Shared Services to manage security access, IT Data Management, UNC Datamart integration and HRIS systems management. Complete special projects and serve on committees as designated. Plan, develop, direct all facets of the university’s benefits, retirement, and leave programs, while ensuring cost effectiveness. Develop competitive total remuneration programs that support the University’s strategic objectives, while ensuring compliance with local, state and federal regulations. Provide executive level management and administration of benefits policies, procedures and programs, including pension, thrift and savings, group medical, life, and disability plans, in accordance with state, local and federal guidelines. Develop communications for all employee benefits and compensation programs. Develop benefit education strategies to advise employees of their coverage and any changes thereto with the overriding objective of assisting them in becoming more effective, cost conscious consumers of their benefits. Provide strategic guidance and develop implementation plans that enhance the use of the HRIS system and seeks additional methodologies to increase human resources process automation. Lead and manage oversight of University HRIS systems and projects, to include implementation and ongoing management of new systems and systems upgrades and integrations, e.g., Banner, People Admin, Box, etc. Evaluate organizational systems and procedures to streamline and/or automate processes, improve customer service, optimize work-flow, and improve data management.
Lead and direct the day-to-day operation and administration of University Human Resources business operations, processes, and systems to include supervision of staff in this area; this involves providing leadership and initiatives that enables the successful operation of these programs and provides creative and positive approaches to problem solving to promote greater efficiencies. Build and develop a high caliber team, identifies top HR professionals, and works directly with each team member to develop their professional skills and teamwork. Coach and mentor staff development, provide opportunities to improve skills, and provide regular feedback on progress. Consistently work to acquire, develop and retain superior talent. Work with client management and HR specialists to support development through appropriate reward systems, coaching, mentoring, performance management, and training.
